Judging from all the circumstances shown in the photo, date, and inscription in Lithuanian on the back of the photo a man on the left is most probably a Lithuanian volunteer in a Wehrmacht uniform. Ribbon of War Merit Cross second class (germ. Kriegsverdienstkreuz 1939 2. Klasse) in the buttonhole.
