The message in the leaflet is signed by the representative of the Committee for the Liberation of the Peoples of Russia (Russian: Комитет Oсвобождения Hародов России) on the Courland Front, captain Mikhail Fedorovich Vasiliev (Russian: Васильев Михаил Федорович).
