Most probably the relocation of Jews to the Maskavas Forštate suburb of Riga, to the newly constructed Jewish ghetto, is captured in the photo. In October 1941, nearly 30,000 Jews ended up living in the closed ghetto, surrounded by the barbed wire and guarded by the armed guards stationed around the ghetto perimeter.
As is clearly seen, all the people in the photo are moving only on the road, despite only a few having carts to move. This is because the Jews were forbidden to use the sidewalk under German rule. The violation of which may have resulted in death. It should also be noted that this particular photo depicts well the regulations of wearing the yellow star. All Jews were required to wear a six-pointed yellow star on their clothing, with further decrees mandated that all Jews wear a second yellow star, in the middle of their backs, to be readily distinguished in a crowd. With violation punishable by death.
